Policy Analysts Financial Action Task Force (FATF)

Policy Analysts are responsible for developing and promoting the FATFs strategic outputs. They require specialised depth and/or breadth of AML/CFT/CPF expertise in own area of specialisation.

Main Responsibilities

Country Assessments:

Mutual evaluation reports are comprehensive country assessments that assess countries technical compliance with the FATF Standards and the effectiveness of their implementation of AML/CFT/CPF measures.

• Support country assessments of FATF members implementation of the FATF Standards working with technical expert assessors from member countries and other Secretariat members.
• Focus on quality and consistency including taking steps necessary to ensure that the assessors analysis is clearly and concisely written comprehensive objective and supported by evidence; and the recommended actions to the assessed country for improvement are relevant measurable and achievable.
• Assist assessors and the assessed country in the interpretation of the FATF Standards and application of the Methodology and assessment procedures in line with past FATF Plenary decisions.
• Support AML/CFT/CPF experts in the preparation of follow-up reports (including International Cooperation Review Group ICRG reviews of countries with strategic deficienices in their AML/CFT/CPF systems).
• Review voluntary tax compliance (VTC) programmes as needed and in line with relevant procedures to ensure that such programmes are not undermining the effective implementation of AML/CFT/CPF measures.
• Contribute to thematic horizontal reviews as needed to compare countries compliance with specific aspects of the FATF Standards. Guide others working in this area as needed.
• Contribute to the FATFs work to ensure the quality and consistency of the mutual evaluations and follow up reports produced by the nine FATF Style Regional Bodies (FSBRs) reviewing them to ensure that the FATF Methodology and procedures have been applied correctly.

Policy analysis and development:

Support the FATF Plenary and working groups developing policy:

• Help deliver projects-based work in a specific area of AML/CFT/CPF policy in line with FATFs strategic interests.
• Produce high-quality analysis and synthesis of research findings and incorporate disparate inputs from delegations in a way that facilitates consensus-building;
• Prepare high-quality information discussion and decision papers on AML/CFT/CPF policy issues including related briefings and co-chair reports;
• Assist in the preparation of summary records reflecting the Plenarys discussions and decision-making.
• Adapt plans and prioritise as needed to meet the deadlines and expectations of a mutual evaluation and deliver at least one other project at the working group or Plenary level.
• Collect and analyse qualitative and quantitative information data and cases to provide a sound evidence-base for reports and policy decisions including on the identification of risks and their mitigation.
• Stay abreast of emerging risks best practices and policy developments in the field of AML/CFT/CPF and FATF Standards.

Stakeholder management and relations (liaison training and representation):

• Actively cultivate and maintain positive interactions with a variety of internal and external stakeholders including delegations counterparts in other Global Network Secretariats other international organisations the private sector civil society and academics.
• Build strong partnerships understanding diverse stakeholder needs and effectively communicating to foster ongoing trust and collaboration.
• Actively cultivate and maintain positive and collaborative working relationships with colleagues in all the Secretariat teams.
• Prepare content on AML/CFT/CPF issues for training courses that are targeted towards national authorities and experts and Global Network Secretariats including implementation of the FATF Standards and FATFs assessment processes.
• Prepare high-quality and impactful outreach materials including speeches presentations and Q&A and develop impactful key messages including on AML/CFT/CPF issues in a topical area of expertise.
• Help organise and support outreach to external stakeholders via a range of in-person or virtual formats as needed.
• Participate in international meetings on AML/CFT/CPF to represent the FATF Secretariat and promote its activities and work.

Training

• Contribute to the design and delivery of training courses including implementation of the FATF Standards and FATFs assessment processes.
• Develop compelling presentations speaking notes and exercises in line with FATF templates and practices using a mix of narrative and visual tools and update the material as requred.

Qualifications :

Academic Background:

• Preferably an advanced university degree or equivalent in law public policy economics business administration finance international co-operation or another relevant discipline.

Professional Background:

• Minimum three years preferably five years or more relevant work experience at a national or international level from the public or private sector of developing implementing and measuring the effectiveness of AML/CFT/CPF strategies and policies.
• In depth knowledge of FATFs work and AML/CFT/CPF requirements and recent developments in the area.
• Proven track record in transforming complex technical analysis into clear concise policy recommendations in moderately complex areas.
• Proven experience working with assessment methodologies and indicators. Experience with drafting national legislation and regulation and/or analysing how national legislation complies with AML/CFT requirements would be an asset.
• Experience working and collaborating with diverse stakeholder groups.
• Experience presenting in a compelling manner highly technical subjects in writing as well as orally to high-level public officials upper management and a non-expert audience.
• Strong interpersonal skills. Proven ability to work effectively in a multicultural environment and establish effective and harmonious working relationship with internal and external stakeholders at all levels
• Very good knowledge and subject matter expertise in at least one of the main areas covered by the FATF standards and of developments in the field of AML/CFT/CPF work.
• Experience preparing and delivering training.
• Experience in positions exposed to the political implications of policy recommendations would be an advantage.

Tools:

• Experience in the use of programmes and tools to support qualitative and quantitative analysis.
• Proven experience in working with the Microsoft Office Suite. Knowledge of analytical tools such as Excel or Stat Data Explorer (or other JavaScript applications) or Access would be an advantage.
• Experience in using a learning management system and/or development of e-learning video or audio training would be an advantage (e.g. IT systems etc.)

Languages:

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
• Knowledge of other languages (e.g. Spanish Arabic Chinese Russian Korean) would be an advantage.

Contract Duration
